The underground Basque separatist group ETA has threatened attacks against tourists in Spain, the daily La Razon reported Tuesday.
ETA sent English language letters containing the threat to embassies in Madrid, including Germany, Austria and Belgium, the newspaper reported. The letters stated the countries would be responsible for what might happen to their citizens. The threat applied to all of Spain except for the northeastern region of Catalonia, where ETA has declared a ceasefire.
